Among the measures which were announced by Police Commissioner Owen Ellington is the refusal of permits to venues with a history of violence and to events that feature entertainers with a bad reputation and influence.

As part of the measures, Ellington has also instructed his senior officers not to grant permits for events where the music will be a nuisance to one household and where the event is likely to impede the normal use of the road.

To ensure compliance, he says divisional officers will be accountable to their area officers who will answer to him for any deviation from these measures.

The commissioner says these measures come amid reports that street dances are being held without approval from the police and are going well beyond the midnight and 2 a.m. cut off times for weekdays and weekends respectively.

He says this nuisance is no longer confined to weekends or to the Corporate Area as dances are being held every day across the entire island.

A brawl between male cross-dressers and bystanders disrupted the road march climax of carnival activities yesterday and resulted in injury to several persons, as well as damage to a furniture store and a motor car along Constant Spring Road, according to The Jamaica Observer.

The ugly incident, which occurred some time after 3:00 pm, sent many revellers scampering for cover and gave the police a hard time as they tried to restore calm.

 The melée was sparked by the actions of the gay men who — mostly dressed in skimpy, tight-fitting outfits — gyrated to the soca music blasting from music trucks while showing off acrobatic moves.

Bystanders apparently took offence to the men’s behaviour and started hurling bottles, stones and other missiles at them.

“Today, we a go kill out all a dem nasty bwoy ya. Dem a get too bright,” one angry man, armed with an ice pick, hollered.

The gay men, though far fewer in number, replied to the attack by throwing missiles at the angry crowd.

“A wha happen to dem crawny people ya; watch mi and unno in ya today,” one of the cross-dressers shouted before hurling a few stones into the crowd.

For several minutes, members of the outnumbered security forces tried, without much success, to restore calm. However, they eventually managed to break up the fight, but not for long, as mere minutes later, both groups were at it again.

The police who were part of the march had to call for reinforcement.

Soon after, explosions resembling the sound of gunshots were heard and the gay men ran onto Eastwood Park Road.

Eventually, the cross-dressers retreated along Westminster Road.

At the end of the clash, several persons were left nursing injuries and the storefront window of the Singer Jamaica furniture store and a motor vehicle were damaged.

The brawl, however, did not interfere much with the colourful Bacchanal road march as the revellers continued their journey to Mass Camp at Stadium North for the final party.

At least three people on the side lines of the Bacchanal road march were injured late this afternoon after alleged homosexuals and others clashed in a running battle from West King’s House Road to Constant Spring Road in St Andrew, Jamaica according to The Jamaica Gleaner.

Scores of people attending the road march had to scamper after they took objection to a group of men dancing with each other in a sexually suggestive manner.

As the people objected to the men gyrating on each other, a missile-throwing exchange started.

One woman who was a bystander had to be rushed to hospital after she was hit in the face with a stone.

The melee continued for about half an hour as the alleged gay men retaliated.

The incident also forced people in The Springs shopping plaza to scamper.

The incident took on an uglier tone when the alleged gay men pulled bottles with a substance they claimed was acid.

The police who were part of the march had to call for reinforcement.

Soon after, explosions resembling the sound of gunshots were heard and the gay men ran onto Eastwood Park Road.

However, they vowed to return to exact revenge even as some of the revellers complained that they never had the chance to dispense the sort of justice they wanted.

The road march later resumed culminating at the New Mas Camp near the National Stadium.
